JS IMD Business Process Specialist – Arlington, VA

Cowan & Associates, Inc., a Veteran-Owned Small Business (VOSB), has an immediate requirement for a Business Process Specialist (Lean Six Sigma and/or PMP) to support a Pentagon Headquarters-level organization [Joint Staff Information Management Division (JS IMD)].


Support will require direct liaison with requirements officers & program managers across OPNAV organization as well as all other DoN stakeholders in support of development & refinement of executable programs & policies. An in-depth, working knowledge of existing/evolving tools & decisions support systems employed within enterprise will directly contribute to this objective.

  1. Fundamental business process engineering practices in support of enterprise content solutions to mature JS information management operations:

    • Development of business strategies to improve performance;

    • Leading business process improvement projects;

    • Compilation and maintenance of conception/elaboration/use case documentation;

    • Business process management integration software design and implementation;

    • Describing the current state (As-Is) business process architecture;

    • Analyzing the gaps between the current state (As-Is) and end state (To-Be) business process architectures;

    • Experience with process methodology, frameworks, development methodologies (Lean Six Sigma, Agile, SDLC, Iterative, etc.);

    • Experience in a key analytical role on large and complex enterprise projects; and

    • Able to identify and consider business implications of the application of technology to the current business environment.

  2. Demonstrated technical experience and skills supporting information systems and collaborative tools to include:

    • Business process management applications;

    • Enterprise content management applications; and

    • Business Intelligence (BI) and Analytics applications.

  3. Executing and implementing the phases of the Change Management (CM) process and adapting tools and techniques to organizational environment. Change Management is a multilayered process, tools and techniques for managing the people side of change for improving performance to realize business results; a method of reducing and managing resistance to change when implementing a process, technology or organizational shift, which include three phases:

    • Preparing for change (Preparation, assessment and strategy development);

    • Managing change (Detailed planning, communication and change management implementation – Coaching, Training, Sponsor activities, Resistance Management); and

    • Reinforcing change (Data gathering, corrective action and recognition).

  4. Demonstrated knowledge and project management experience to facilitate and communicate to multiple audience levels in both oral and written formats; serve in an advisory role.

  5. Demonstrated experience working in a matrix or team based organizational structure.

Qualifications: Minimum of five (5) years of experience in: Business Process Engineering Elements of Change Management; Lean Six Sigma (Black/Green Belt) and/or Project Management Professional (PMP) certifications desired.

Education: Bachelor’s Degree required; a related field of study preferred.

Personnel Security Requirements: U.S. Citizen and current Top Secret clearance in hand.

Place of Performance: On-site at Pentagon in Arlington VA. Telework is not an option.
