Junior Manpower and Training Analyst Washington, DC

Cowan & Associates, INC has an opening for an opening for a Junior Manpower and Training Analyst to support the Naval History and Heritage Command (NHHC) with focus on the overall requirements and billet structure for the Archival, Librarian, Historian, and Curatorial disciplines. This person shall provide support for the DoD Performance Management and Appraisal Program (DPMAP). Additionally, the analyst will support the coordination of administrative activities including the tasks listed below.


  • Supporting the coordination of administrative activities.

  • Analyzing and identifying resources and requirements for authorized and unfunded billets.

  • Ensuring employees billet information is correctly linked to budget authority.

  • Collecting, analyzing, and reporting on manpower costs, potential savings and costs of establishing, and reallocating billets.

  • Other duties include conducting mission requirements, workload allocations, and manpower analysis for the NHHC enterprise.

 Minimum Qualifications:

  • Possess demonstrated experience working with Civilian Personnel (CIVPERS) requirements in developing CIVPERS planning and tracking.

  • Have skills in program management in providing oversight of the total force manpower requirements.

  • Possess analytical skills to effectively manage the workload requirements and billet structure.

  • Possess demonstrated experience with DPMAP.

  • Possess demonstrated experience with project management.

  • Expertise in MS office.

  • Possess a minimum of 2 years of experience providing administrative support.

  • Be a U.S. citizen.

Personnel Security Requirements: U.S. Citizenship required. Must hold a current Secret U.S. Government security clearance

Place of Performance: Full-time on-site at NHHC (WNY) in Washington, DC.
