Program Analyst at OPNAV N953 – Arlington, VA

Cowan & Associates, Inc., a Veteran-Owned Small Business (VOSB), has a position for a Secret-cleared Program Analyst to provide support in: (1) POM Assessment, (2) Action Officer/Requirements Officer (AO/RO) Support, & (3) Program & Quantitative Analyst Support, full-time, on-site at the Pentagon.


Support will require direct liaison with requirements officers & program managers across OPNAV organization as well as all other DoN stakeholders in support of development & refinement of executable programs & policies. An in-depth, working knowledge of existing/evolving tools & decisions support systems employed within enterprise will directly contribute to this objective.

  • Identify, analyze & document efficiencies for presentation to Amphibious Program Offices, Enhanced Naval Amphibious Baseline (eNAB), Spares committee & assigned action groups, & during IIPT/OIPT/DAB.

  • Review processes for Surface Expeditionary Warfare Maintenance Committee, STARBOARD committee, & Maintenance Action Group. Gather information, identify issues & draft documentation to achieve overall goals for system strategic planning, eNAB, Amphibious Ship Maintenance, & N95 Spares strategic planning.

  • Provide information papers, briefing slides, & oral briefings at completion of each phase of research processes, each phase of Amphibious Combatant C5I requirements development process, N95 Spares development & Amphibious Ship Maintenance development processes.

  • Perform cost/benefit economic analysis of amphibious ship procurement/long-range N95 Spares plan.

  • Prepare individual program briefs, reports, documents & presentations as well as draft portfolio resourcing plans for all Amphibious Ship Maintenance & Amphibious Combatant C5I requirements in response to urgent needs, including all new construction amphibious ship’s maintenance requirements; LPD 17, LHA(R), LX(R) programs, & ESB ships.

  • Analyze/evaluate planning, development, approval, monitoring, execution, & briefing of procurement/contractual documentation & N95 Spares program, Amphibious Maintenance requirement, Gate reviews, JCIDS documents, procurement, & contractual documents.

  • Provide tracking of all Amphibious Construction, Maintenance availabilities, & Modernization schedules, N95 Spares budgetary accounts, & new ESB ship construction & delivery schedules.

  • Provide lead coordination in support of developing N95 Spares & Amphibious Ship Maintenance requirement strategy planning, pre-acquisition & acquisition strategy planning & implementation for in-service & new-construction amphibious ships.

  • Analyze obligations & expenditures, maintain forecasts, prepare reports on status & availability of funds, & assist with development, & review execution year funding efforts.

  • Download & compare PBIS downloads to track changes in Amphibious Ship Maintenance, Modernization, & Ship Operations funding levels.

  • Research & provide delta between POM requirements & current BES budget submission with respect to Amphibious Ship 1B1B Operations account.

Required Skills:

Ten (10) years of general experience highlighting project management, analyzing data & formulating conclusions from data analysis, complex problem solving, & organizational planning, management, & development. Specifically, knowledge required in: Ship Maintenance/Operations/Support, Naval Aviation & Flight Operations integration, Fleet Training & Navy Targets & Ranges. Experience supporting OPNAV Staff/PPBE understanding.


Bachelor’s degree in mathematics, statistics, business, law, engineering, physical science or management discipline such as business administration, accounting, finance, economics or management information technology.

Personnel Security Requirements: U.S. Citizenship required. Must hold a current Secret U.S. Government security clearance

Place of Performance: Full-time on-site at Pentagon in Arlington VA. .
