Connor Higgins, Associate
Connor Higgins joined Cowan & Associates, Inc. (C&A) in February 2018, and is currently supporting Office of the Chief of Naval Operations (OPNAV N805) Shipbuilding and Conversion, Navy (SCN) Appropriation Manager.
The work includes providing Subject Matter Expertise on ship acquisition plans, procurement objectives, and program development, and also assists with the development of long- and short-range program plans and strategies, goals, and priorities, based on the current Strategic Planning Guidance and Navy vision statements in support of next generation shipbuilding at the Pentagon as a Program Analyst.
Connor first worked in the security industry at Falken Industries, where he provided protective security services at Defense Industrial Base organizations in the National Capital Region (NCR), primarily those operating with Sensitive Compartmented Information Facilities (SCIF).
Connor transitioned into IT working for Computer Aid Inc. as a contractor for Capital One where he worked with a variety of test tools and software testing practices for manual/automated testing systems and environments. He directed defect tracking processes- including software defect documentation and reporting ensuring open defects are monitored and escalated as needed. He also developed, maintained, and executed automated tests to ensure sufficient test coverage for Capital One by following various test-related activities for project delivery such as creation of test data and utilization of test environments.
Connor received his BA in History with a minor in Homeland Security & Emergency Preparedness from Virginia Commonwealth University.
