John Lepak, Senior Associate
A 22-year Navy Veteran, John has over ten years of budget, financial, and program management experience in the U.S. Navy. He is currently supporting the Director, Expeditionary Warfare on the staff of Deputy Chief of Naval Operations, Warfare Systems, (OPNAV N95) as a senior analyst in Amphibious Ship Maintenance and Modernization.
Prior to joining Cowan & Associates, John served as the In-Service Amphibious Ship Maintenance, Modernization, and Readiness Section Head for Director, Expeditionary Warfare on the staff of Deputy Chief of Naval Operations, Warfare Systems. As Section Head, he managed ship readiness accounts in excess of $1.7B for amphibious ship operations and maintenance. Also, as Surface Warfare Enterprise lead, he spearheaded divisional efforts to develop ship class execution plans for LHA/LHD, LPD 17, and LSD 41/49 class ships. In coordination with Naval Sea Systems Command, John managed all planned program modernization efforts and life cycle issues that inhibit full expected service life of amphibious ships.
John had multiple leadership assignments as a Navy Surface Warfare Officer. As department head, he served as Engineer Officer in USS ROBERT G BRADLEY (FFG 49) where he deployed in support of Counter Narco-Terrorism Operations in the SOUTHCOM Area of Responsibility. Following his 1st Department Head tour, he served as Material Readiness Officer (N4) for Commander, AMPHIBIOUS SQUADRON SEVEN and deployed through three numbered fleets in support of BONHOMME RICHARD EXPEDITIONARY STRIKE GROUPís 2007 WESTPAC deployment. While deployed, he played a critical role in ensuring the operational readiness of six strike group assets supporting missions ranging from Maritime Security in the Arabian Gulf to Amphibious Operations for the 13th MEU's movement into Iraq in support of Operation Iraqi Freedom.
John reported for his first tour in OPNAV (N40) as financial programmer for Navy readiness accounts to include the ship and air operations, and maintenance accounts. While at OPNAV, he completed a year-long Individual Augmentee (IA) deployment to Helmand Province, Afghanistan in support of I and II MEF FWD during Operation Enduring Freedom. During his IA assignment, John served as a Tactical Document and Media Exploitation (TACDOMEX) Division Management Team Officer in Charge (OIC) of ten teams in two regional commands providing tactical and operational intelligence support to various joint and operational commands.
For his last sea duty assignment, John reported aboard USS ROBERT G BRADLEY (FFG 49) this time as Executive Officer (XO). As XO, he led the crew though an extended Counter-Terrorism deployment in support of Special Operations Forces in the AFRICOM Area of Responsibility. Upon return from deployment, John led the crew through ship decommissioning.
John received his BS in Public Administration from Eastern Michigan University, and earned a Master of Military Art and Science degree as well as Joint Professional Military Education, Phase I at the U.S. Army Command and General Staff College in Fort Leavenworth, Kansas.
