Bob Milligan, President
Bob Milligan is an innovative and visionary operations executive, with extensive expertise encompassing project management, logistics, mergers and acquisitions, strategic planning, leadership development, and team-building. Bob leverages practical experience with exceptional communication skills to empower team members to meet and exceed established business objectives.
Bob has served at all levels of management in complex, technically driven environments. Prior to joining Cowan & Associates, Bob worked for ten years at CACI International Inc., an IT and network services company with fiscal 2013 revenue of over $3.6B.
At CACI, Bob served in several executive positions, including Executive Vice President (EVP) of the Maritime Program Support (MPS) Operating Group where he was responsible for developing and executing over $275M business with the U.S. Navy, Marine Corps, and U.S. Coast Guard. Most recently he served as the EVP Group Manager for CACIís Network and Enterprise Services (NES) operating group. There he had full responsibility for developing and executing strategic/tactical plans for over $350M generated by his widespread team of 1,650, and supporting government customers in the design, implementation, management, and upgrade of their operational enterprise IT infrastructure.
Upon his retirement from the US Navy in 1999, Bob joined American Management Systemsí (AMS) Defense & Intelligence Business (DIG) where he led their $56M Navy account, leading an account management team and staff of over 254 people in geographically different locations. He moved to CACI in 2004 when CACI acquired AMSí DIG unit.
Before joining AMS in 1999, Bob enjoyed an outstanding 27-year Navy career, serving in numerous senior management positions afloat and ashore, including Commanding Officer, US Fleet and Industrial Supply Center, Yokosuka, Japan; Director, Weapons Systems Support Group, Naval Inventory Control Point (NAVICP); and Director, Defense Business Operations (DBOF) Supply Management Division, Naval Supply Systems Command. He is the recipient of numerous military awards and is a DAWIA Certified Acquisition Professional.
Bob holds a bachelorís degree from the University of North Carolina at Chapel Hill; a Masters Degree in Financial Management from Webster University, St. Louis, MO; and has completed the Program for Executives (Business Administration), Graduate School of Industrial Administration, Carnegie-Melon University, Pittsburgh, PA. Additionally he has attended the Systems Acquisition Management Course for General/Flag Officers at National Defense University, and the Mergers and Acquisition Integration Course taught by the M&A Leadership Council.
Bob lives in McLean, Virginia with his wife, Maria. They have two grown children and 5 grandchildren who also live in the northern Virginia area.
