Gregory Rhoden, Senior Associate
Gregory Rhoden is a Senior Associate for Cowan & Associates, Inc. with over 23 years of progressive leadership experience in federal budgeting; financial, program and operating management; IT logistics; and contract management. He is currently supporting the Department of Defense Enterprise Software Initiative (DoD ESI) at the DoD Office of the Chief Information Officer (CIO) (Enterprise Capabilities).
Prior to this program Gregory support the Chief of Naval Operations Fleet Readiness Office (OPNAV N43) as a Program Analyst. Prior to joining Cowan & Associates, Gregory completed 23 years in the Marine Corps as a Communications Officer, where he served in multiple leadership assignments. He is a combat veteran who saw duty in Iraq at the dawn of Operation Iraqi Freedom while serving as the Chief Information Technology Officer (S6) for 1st Marine Regiment, 1st Marine Division in San Diego, CA. His other operational assignments include Assistant Chief of Staff for Information Technology (G6) for US Marine Corps Forces Korea, Republic of Korea; Chief Information Technology Officer (N6) and Marine Communications Detachment Officer-in-Charge for Amphibious Squadron Five on board USS TARAWA in San Diego, CA and CIO (S6) for Marine Wing Support Squadron 372, 3d Marine Air Wing in Yuma, AZ.
His various support assignments include duty as a military advisor to the Royal Saudi Marine Forces, Jeddah, Saudi Arabia; Test and Evaluation Officer for Marine Corps Global Combat Support System, Marine Corps Systems Command, Quantico, VA; Strategic Concepts Officer for the Chief of Naval Operations, Strategy and Policy Division (N3N5); and the Commander of 2nd Presidential Communications Command, White House Communications Agency, Washington, DC.
Gregory received his MA in Management from Webster University and a BA in Political Science from Arizona State University.
