Bob Smith, Senior Associate
Robert Smith is a Senior Associate providing the leadership for driving strategies that support the Department of Defense Chief Information Office (DoD CIO) and the Enterprise Services Initiative (ESI).
Mr. Smith joined Cowan and Associates from the DoD CIO, where he was the co-chair for the DoD ESI. There he identified strategic license management opportunities to achieve greater economies of scale and future software optimization opportunities. His success promoted strategic sourcing and enabled better enterprise level agreements across the DoD and Federal government.
Previously, he served as the Information Technology Asset Management (ITAM) Integrated Product Team (IPT) Lead for the Department of Defense Chief Information Officer (DoD CIO), Office of the Secretary of Defense (OSD). Mr Smith led the DoD CIO ITAM IPT comprised of the four military service components (Army, Navy, Air Force and Marines) and selected Fourth Estate organizations where he built a coalition of the willing to creatively solve problems related to DoDís ITAM strategic direction.
Mr. Smith has more than 25 years of IT experience and has worked in the commercial sector to deliver technology solutions to private, public, and global customers. He was a project manager supporting AT&T's Defense Information System Network (DISN) Video Services-Global, providing engineering support for the system requirements analysis of the "as is" and "to be" model. Internationally he integrated a European hub into AT&Tís main management center in Virginia and set up a dual Remedy ticketing system with Remedy's distributed service option. Mr. Smith has extensive experience as a Deputy Program Manager on commercial projects involved in outsourcing, and the transition of large scale automation projects from contract award through full operational capability. His assignments in this area involved supporting NASAís 30,000 plus desktop outsourcing contract, the Federal Deposit Insurance Corporation, and the Office of the Secretary of Defense (OSD).
Mr. Smith retired after 21 years in the United States Army where he enlisted as a Combat Engineer. Later he was commissioned as a Corps of Engineer Officer following graduation from the Officer Candidate School, Fort Benning, GA. He was a main force behind the initial transformation and the activation of the Armyís 10th Mountain Division in upstate New York where he was the Deputy Commander of Engineering and Housing. He commanded the 642nd Engineer Company Ė the Armyís largest Combat Heavy Engineering Company. He was a senior instructor in Project Management for both the Officerís Basic and Advanced courses and later transferred to the Armyís Acquisition Corps where he was a Project Manager with the Armyís Communications and Electronic Life-Cycle Management Commandís (CECOM) Software Engineering Center, Fort Belvoir, VA.
Mr. Smith is a graduate of the Armyís Logistic Management College (ALMC); he is Level III certified in the field of Information Technology; and he is a member of the Army Acquisition Corps. He holds a Master's degree in Management Information Systems from Marymount University, a Bachelorís degree in Business Management from the University of Maryland, and an Associateís degree in Mechanical Engineering from Hudson Valley.
