Jim Snare, Associate Director
Mr. Snare is an executive management consultant and program manager with over 25 years of experience in the commercial and government sectors. While at Cowan & Associates, Inc. (C&A), Jim has supported OPNAV N2N6, DASN M&B, the Office of Financial Operations (Navy FMO), Commander, Navy Installations Command (CNIC), and multiple other Navy, commercial, and non-profit clients.
Jim has worked with numerous other clients and organizations in the public sector, including the U.S. Navy, the U.S. Air Force, the Office of the Chief Information Officer (OCIO) at the Department of Homeland Security (DHS), the Student and Exchange Visitor Program (SEVP) at Immigration and Customs Enforcement (ICE), the Defense Finance and Accounting Service (DFAS), and the Office of Management and Budget (OMB). He also has supported commercial clients in the financial services, medical systems, chemical and consumer packaged goods sectors.
Jim has extensive experience working with and managing multiple project teams consisting of consultants and subcontractors in a broad spectrum of labor categories and client delivery responsibilities. Jimís consulting expertise includes corporate strategy, business process reengineering, financial analysis/management, project and program management, portfolio management, program planning and budgeting, performance management, and change management strategy. In addition, he has demonstrated subject matter expertise in the system development life cycle (SDLC), including the design, development, and implementation of IT systems for both commercial and government organizations.
A graduate of the United States Naval Academy, Jim Snare served as a Supply Corps Officer in the U.S. Navy before earning his Master of Business Administration (MBA) at the University of Virginiaís Darden Graduate School of Business Administration. Jim began his management consulting career as a Senior Associate at PricewaterhouseCoopers and has held positions of increasing responsibility and scope at multiple firms prior to joining the C&A team.
