Cowan is looking for an Analyst to support OPNAV N1 Organizational Analysis. The Deputy Chief of Naval Operations for Manpower, Personnel, Training and Education (DCNO, MPTE (N1)) is responsible for the planning, resourcing, and execution of manpower and personnel policies and programs in the U.S. Navy. To effectively perform these responsibilities, N1 requires professional, technical and/or administrative support services in the areas of Organizational Analysis, Program Objective Memorandum (POM) Analysis and Support, and Program Management Support Services.

Duties and Responsibilities
Develop content for and create briefings, information papers, and Plan of Action and Milestones (POA&M) as directed by N13M and supported Branch Heads.
Perform analysis, evaluate, and provide analysis related to cost realism, Total Ownership Cost, Cost as of Independent Variable and Life Cycle Cost evaluations.
Analyze and assess the manpower and personnel changes using TFMMS, Intelligent Workbook (IW) and other databases as required.
Gather information to identify and evaluate issues and provide analysis related to manpower, personnel, training and education costs, schedules, and performance to achieve overall goals for MPTE.
Provide supporting Excel, Access and/or other manpower data spreadsheets used to identify manpower/personnel trends and analyze COA impacts.
Provide TFMMS/PMAS/ /TTFAMS/Intelligent Workbook/UIC Management and general manpower database support, to include programming support, utilizing approved software, and assisting other users.
Apply operations research, numerical and statistical analysis techniques to the analysis of datasets obtained from very large databases inherent to Navy Manpower and Training Requirements to determine potential impacts of acquisition and modernization programs.
Perform analysis of cost-effective Total Force manpower trade-offs, including active duty, reserve, civilian, and contractor.
Analyze sustainable, cost-effective manpower requirements to identify optimal skill requirements structures by pay grade, length of service, and sea and shore duty.
Conduct sensitivity analysis of existing N13M model inputs versus outputs.
Perform analysis to examine issues related to Navy training programs.
Provide analysis with respect to emerging technologies and methodologies to enhance/improve existing N13M models.
Examine and provide analysis for Navy training programs using data and information obtained from MPTE data systems (PBIS, NTMPS, TRMS, etc.).
Examine and provide analysis of Navy enlisted communities, including issues such as seashore flow, billet change rates, and personnel inventory levels, using data obtained from MPTE data systems (Digital Dashboard, PBIS, TFMMS, COGNOS).
Coordinate with Enlisted Community Managers and Enlisted Plans and Policy representatives to provide analysis of major issues impacting Navy enlisted communities.
Act as Requirements Officer (RO) for enlisted and officer training across the career continuum.
Prepare and present executive level PowerPoint briefings, as directed, that communicate the core results of assigned analyses with supporting documentation in the form of a final report summarizing the analyst’s decision-making and priority setting process including providing a Plan of Action and Milestones (POA&M) as necessary.
Conduct analysis of strategic initiative effectiveness with respect to expected resultant targets and prepare documentation based on appropriate analytical and mathematical techniques.
Perform tradeoff studies and risk assessments.
Perform analysis and assessment of potential POM issues in support of OPNAV N13M as they specifically pertain to manpower, training, and education matters including providing a Plan of Action and Milestones (POA&M) as required. Such analyses and assessments will be timely as required by POM timelines and documentation requirements.
Provide programming, planning, and budgeting management support.
Provide information papers, briefing slides, and oral briefings at the completion of each phase of the project/study.
Draft, analyze, integrate, and review documentation.
Provide information to respond to Congressional, DOD, other Government agency, media or industry inquiries, and audits and for Congressional testimony.
Develop/maintain program records, databases, and other documentation.
Facilitate IPTs, special advisory boards, off-sites, working groups, audit teams etc.
Provide program support for reviews, conferences, briefings, and other meetings.
Analyze, evaluate, and prepare program briefs, reports and correspondence including providing a Plan of Action and Milestones (POA&M) as required
Skills and Abilities
Excellent verbal and written communication skills.
Excellent project management skills.
Proficient in the usage of MS Office applications and Program Budget Information System.
Proven ability to perform multiple tasks under strict deadlines.
Ability to demonstrate good judgment/decision making skills and to take initiative.

Education and Experience
Bachelor’s degree in mathematics, statistic, business, law, government, physical science, or management discipline such as business administration, accounting, finance, economics, or IT.
1-3 years of experience analyzing and interpreting data.
