Cowan is looking for a Program Analyst to support OPNAV N953, the Amphibious Warfare Branch of The Director of Expeditionary Warfare for the Chief of Naval Operations (OPNAV N95).

Cowan provides program management support to OPNAV N953 to support the POM development for current and future Amphibious ships, Expeditionary Pre-positioning Ships, ESB and AFSB and forces. We also provide support for new and alternate ship procurements through the requirements development process, including authoring numerous technical publications such as the CDD, Concept of Operations (CONOPS), and Design Reference Missions.

Duties and Responsibilities

  • Draft, analyze, integrate, and review Milestones and other documentation in accordance with Government, DoD, and Navy regulations.

  • Generate briefs and information papers to assist with internal N95 decision-making and formal external approval processes across OPNAV, SECNAV, OSD, ESB, USMC Fleet and Program offices, NECC, Joint EOD Program Boards, JSSARI Programs, ESB, DASN (A/G), PMS-408, NAVFAC, NAVSEA, NEP, SPAWARS, and Spares stakeholders to develop and endorse N95 Spares and C5I requirements.

  • Prepare and present executive-level PowerPoint briefings that communicate the core results of the research and supporting documentation in the form of a final report summarizing the decision-making and priority-setting process.

  • Assist in preparing individual program and N953 program of records (POR), rapid acquisition and C5I requirements briefs, Spares and maintenance briefs, reports, and presentations to internal and external audiences.

  • Analyze resolution of issues for milestone decisions and for all Amphibious Ship Maintenance decisions, the Amphibious Combatant C5I requirements decisions, and all N95 Spares decisions, impacts, or issues.

  • Develop/maintain/track the required documents for ESB programs, new-construction ESB ships requirements, and requirements within the JCIDS process such as ICD, CDD, CPD, DCR and other required supporting documentation.

  • Develop/maintain program records, databases, and other documents for internal and externally managed reporting systems to include: JCIDS and program execution across the ESB portfolio, BAMs, N8 Maintenance Serials, N8 Spare Serials, TFPs, Ship Sheets, Initial Capability Documents, Analysis of Alternatives, Capability Development across the ESB, sustainment portfolio, the eNAB, the N95 Spares requirement/portfolio, and any Maintenance Minutes from the Surface Expeditionary Warfare Maintenance Committee, STAR Board committee, and the Maintenance Action Group.

  • Perform tradeoff studies and assessments for potential material and non-material solutions for rapid acquisition, maintenance/modernization, new-construction amphibious ships acquisition, and rapid Spares initiatives assigned under N953 leadership, as well as analytical support to requirements generation and acquisition community program design and execution.

  • Support development of pre-acquisition and acquisition strategy planning and implementation for ESB requirements to include cost estimation, fact-finding, cost analysis, pre-award document preparation, and data collation.

  • Conduct discrete analytical efforts that support the ESB portfolio to include emergent requirements and unanticipated projects.

  • Track and analyze action items (taskers) as they are assigned and assist action officers as necessary in preparing responses.

  • Develop and provide supporting analysis from manpower and financial data (e.g., spreadsheets and data tables) to support a variety of cost estimates, such as but not limited to Total Ownership Cost.

  • Participate with OPNAV components to share surface ship maintenance and modernization strategies as well as collect information regarding developing the Amphibious Maintenance and Modernization Requirements. Prepare information papers and PowerPoint presentations to staff members. Provide feedback on the results of meetings, including initial analysis and/or assessment of the impact of new initiatives.

  • Serve as key sponsor point of contact for reviews, conferences, briefings, and other meetings for new ship construction, new ESB program requirements, and delivery of ships/major equipment.

  • Provide content support for OPNAV interests and perspectives at IPTs, special advisory boards, off-sites, working groups, and other associated meetings (e.g., STARBOARD, SEWMC).

  • Prepare and present executive-level briefings, as directed, that communicate the core results of the research and supporting documentation.

  • Provide continuity, corporate knowledge, and program history for amphibious shipbuilding programs and Expeditionary Combat programs throughout OPNAV resource sponsors for Spares, Maintenance, and JCIDS processes.

  • Coordinate with amphibious shipbuilding program offices, ESB program offices, Expeditionary Combat program offices, and OPNAV sponsors with tracking and status updates relative to Maintenance and Spares and other outstanding issues.

  • Support N95 Sponsor Program Proposals analyses for financial and program management within the PPBE cycle.



Education and Experience

  • Bachelor of Science degree in a quantitative discipline such as mathematics, statistics, business, law, engineering, physical science, business administration, accounting, finance, economics, or management information technology.

  • 5 years of general experience highlighting strategic decision-making, complex problem solving, development and implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls – specifically as they relate to POM development and supporting the PPBE process.

  • 5 years of general experience highlighting knowledge of the federal budget process and the PPBE system in the DoD. More specifically, 2 years highlighting experience in the development of DoD POM, Navy preferred.

  • 2 years highlighting knowledge of Navy programming and supporting RS’s as it relates to Naval Expeditionary Combat Enterprise.
