Cowan is looking for a Documentation Specialist to assist the Director of Navy Staff, Administration (DNS-1), and Awards (DNS-13) in support of Navy Veterans and or their families pertaining to the Veteran’s military awards entitlement and submission of award recommendations under USC Title 10, Section 1130. DNS-13 is the primary administrator for the awards database, Navy Department Awards Web Services (NDAWS), and the Veteran Awards Records Management System (VARMS), and provides occasional support processing awards and awards policy tasks.

Duties and Responsibilities
Edit proposed awards reviewed by the Chief of Naval Operations (CNO) Awards Board and ensure each is submitted according to policy guidelines.
Edit draft personal award citations and certificates and unit award citations.
Draft transmittal letters for unit nominations and sister service concurrences for DNS-1 signature.
Submit and process post-board nominations to DNS for decision.
Distribute final award elements to originating command or other intended recipients gaining command for presentation.
Draft and disseminate DoN concurrence request responses to other military branches for review and coordination.
Update board files and documents on the shared drive.
Track incoming office email messages and respond accordingly as applicable.
Complete entries and perform queries in the NDAWS and address member discrepancies upon request.
Skills and Abilities
Knowledge of Microsoft Office programs, including Outlook, Word, Excel, Access, and PowerPoint.
Become knowledgeable of the Department of the Navy (primary) awards systems and experience managing NDAWS or similar awards database programs.
Knowledge of Department of the Army or Department of the Air Force awards systems could be acceptable (secondary).
Familiarity with management information system/office automation applications, principles, and practices or the ability to become familiar within 90 days of employment.
Education and Experience
Associate degree in a related field or 1 year of relevant experience in related field or area can be substituted for a degree.
Knowledge of the organization, function, and operation of the Department of the Navy highly preferred.
