Cowan is looking for a Program Analyst to support OPNAV N953, the Amphibious Warfare Branch of The Director of Expeditionary Warfare for the Chief of Naval Operations (OPNAV N95).
Cowan provides program management support to OPNAV N953 to support POM development for current and future Amphibious ships, Expeditionary Pre-positioning Ships, ESB and AFSB and forces, ship-to-shore connectors, and amphibious shipbuilding programs. Cowan also provides support for new and alternate ship procurements through the requirements development process, including authoring numerous technical publications such as the Capability Development Documents (CDD), Concept of Operations (CONOPS), and Design Reference Missions.

Duties and Responsibilities
Conduct discrete analytical efforts that support the Amphibious Combatant C5I, the N95 Spares requirement, and Amphibious Ship Maintenance requirement; including emergent requirements and unanticipated C5I modernization projects for Amphibious combatants, maintenance projects for Amphibious ships, to include all new construction amphibious ship’s maintenance/spares/C5I requirements; LPD 17, LHA(R), LX(R) programs, LCAC, SSC and LCU programs and USN connector community including emergent requirements and unanticipated project.
Conduct discrete analytical efforts that support the NECC and their sustainment programs, Navy expeditionary small arms and maritime security program, material development programs, and the JSEOD and USN EOD community including emergent requirements and unanticipated projects.
Conduct discrete analytical efforts that support the ESB portfolio to include emergent requirements and unanticipated projects.
Track and analyze action items (taskers) as they are assigned and assist action officers as necessary in preparing responses.
Participate with OPNAV components to share surface ship maintenance and modernization strategies as well as collect information regarding developing the Amphibious Maintenance and Modernization Requirements.
Prepare information papers and PowerPoint presentations to staff members.
Provide feedback on the results of meetings, including initial analysis and/or assessment of the impact of new initiatives.
Develop/maintain/track the required documents for ESB programs, new-construction ESB ships requirements, and requirements within the JCIDS process such as ICD, CDD, CPD, DCR and other required supporting documentation.
Develop/maintain program records, databases, and other documents for internal and externally managed reporting systems for JCIDS to include Capability Based Assessments, Initial Capability Documents, Analysis of Alternatives, Capability Development Document across the ESB, NECC and NECC sustainment portfolios, the eNAB, the N95 Spares requirement/portfolio, Amphibious Ship Maintenance Requirement process/portfolio.
Assist in development of the N95 Spares requirements, amphibious combatant C5I requirement, and amphibious ship maintenance requirement for POM issues and tracking POM issues for N953 throughout each budget cycle to include reprogramming requests and reclama.
Develop/maintain program records, databases, and other documents for internal and externally managed reporting systems to include: JCIDS and program execution across the ESB portfolio, BAMs, N8 Maintenance Serials, N8 Spare Serials, TFPs, Ship Sheets, Initial Capability Documents, Analysis of Alternatives, Capability Development across the ESB, sustainment portfolio, the eNAB, the N95 Spares requirement/portfolio, and any Maintenance Minutes from the Surface Expeditionary Warfare Maintenance Committee, STAR Board committee, and the Maintenance Action Group.
Provide continuity, corporate knowledge, and program history for amphibious shipbuilding programs and Expeditionary Combat programs throughout OPNAV resource sponsors for Spares, Maintenance, and JCIDS processes.
Conduct reviews, provide analysis, and support staffing of joint initiatives, and associated documents including Joint Capability Integration Development System (JCIDS) documents, having impacts on N953. Provide comments and recommended actions to appropriate N953 staff to ensure JCIDS documents meet established DOD, Joint, and Navy requirements.
Education and Experience
Bachelor of Science degree in a quantitative discipline such as mathematics, statistics, business, law, engineering, physical science, business administration, accounting, finance, economics, or management information technology.
5 years of general experience highlighting strategic decision-making, complex problem solving, development and implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls – specifically as they relate to POM development and supporting the PPBE process.
2 years highlighting knowledge of Navy programming and supporting RS’s as it relates to Naval Expeditionary Combat Enterprise.
Minimum of 5 years of DoD JCIDS experience.
