Cowan is looking for a Program Administrator to assist the Director of Navy Staff, Administration (DNS-1), Directives (DNS-15) in support of program and project management services and information technology support services (ITSS). DNS-15 acts as the OPNAV directives screening control point and is responsible for directives coordination, training, review, signature clearance, record keeping and process improvements.

Duties and Responsibilities
Support validating, disseminating, maintaining and verifying OPNAV policy, guidance, and procedure directives (instructions, manuals, and notices) in accordance with OPNAV and higher authority directives standards and formatting guidelines. This includes assisting the Navy directives manager and the technical writer/editor contractor support in the review, editing, and cradle to grave support of approximately 1,000 OPNAV directives by providing technical directives guidance to directives originators and action offices; providing technical reviews and edits of directives proposed for signature by OPNAV principal officials, the VCNO, and the CNO; and interacting and assisting directives sponsors/originators/action offices to address inquiries of directives reviews.
Utilize the Navy information systems (e.g., HPE/RM, OPNAV DON TRACKER, and ETMS2) to help with the reviews and processing for signature of directives.
Ensure superseded/cancelled directives are available for historical preservation by assisting with the management of official record copies of all directive case files.
Establish and maintain master directives case files (both electronic and hard copy) of all issued directives by OPNAV while maintaining reach back capability to each directive’s permanent case file.
Establish and maintain electronic case files in the approved records management system. Prepare and coordinate cancelled directives for archiving to the Washington National Records Center and the National Archives and Records Administration.
Manage and maintain the directives databases and reports, and create additional reports, as required.
Perform follow ups with sponsors/originators on directives reviews sent back to sponsor or other external reviewers/stakeholders.
Prepare directives training materials and provide directives training to action officers, originators/sponsors and stakeholders.
Respond to technical directives help desk inquiries (via phone calls, emails and visits).
Skills and Abilities
Excellent verbal and written communication skills.
Excellent project management skills.
Proficient in the usage of MS Office applications, including SharePoint.
Proven ability to perform multiple tasks under strict deadlines.
Ability to demonstrate good judgment/decision making skills and to take initiative.
Detail orientated with strong ability to anticipate needs and problems and act accordingly.
Excellent organizational and time management skills with demonstrated ability to manage conflicting priorities, multi-task.
Education and Experience
Bachelor’s degree.
Two (2) years of experience.
