Cowan is looking for a Program Analyst to support OPNAV N957, the Navy Expeditionary Combat Branch of The Director of Expeditionary Warfare for the Chief of Naval Operations (OPNAV N95).
Cowan provides program management support to OPNAV N957 to support POM development for JSEOD and Navy EOD programs, Joint Service Small Arms Requirements IPT (Integrated Product Teams) (JSSARI), the Resource Sponsor account management for Navy Expeditionary Combat Command and material development programs and associated policies for all, and the Navy Expeditionary Combat Command and analysis of the OPNAV N4 developed Baseline Assessment Memorandum (BAM) for Navy Expeditionary Combat Command (NECC) and spares accounts.

Duties and Responsibilities
Identify, Analyze, and Document efficiencies for presentation to Expeditionary Warfare Program Offices and during IIPT/OIPT/DAB Review processes.
Gather information, identify issues, and draft documentation to achieve overall goals for system strategic planning.
Provide analysis to include planning and support to ongoing efforts, which may include A continuation of efforts to rapidly develop and field equipment supporting NECC forces.
Establish meeting schedules with OPNAV, DASN(A/G), OSD A&S(NW), and OSD CAPE staff members to provide a means of sharing NECC program forecasts, as well as collecting information regarding developing Joint and Navy strategies affecting the USN and USMC community. Prepare information papers and presentations to staff members.
Assist in developing lines of communication with key working-level members of the OPNAV staff as well as N9/N4 organization and Expeditionary Combat program offices.
Track and analyze action items (taskers) as they are assigned and assist action officers as necessary in preparing responses. Ensure items are prepared in a timely fashion to meet suspense dates.
Provide content support for OPNAV interests and perspectives at IPTs, special advisory boards, off-sites, working groups, and other associated meetings (e.g., STAR Board, SEWMC).
Participate with stakeholders in OPNAV N9I I&I IPT, Surface Warfare Tactical Requirements Group (SWTRG) Working Group, Radar Replacement Working Group, SSDS MK2 Working Group, Blue – Green Working Group, Enhanced Naval Amphibious Baseline / Naval Amphibious Baseline Working Group, CANES IPT.
Participate with OPNAV N43, SURFMEPP, PEO, NAVSEA, USFLTFORCOM N43, COMPACFLT N43, FMBOD, STAR Board, and the Surface and Expeditionary, Warfare Maintenance Committee staff members to provide a means of sharing surface ship maintenance and modernization strategies as well as collecting information regarding developing the Amphibious Maintenance and Modernization Requirement affecting the USN and USMC community.
Participate with OPNAV N41, OPNAV N96, PEO, NAVSEA, USFLTFORCOM, COMPACFLT, and staff members to provide a means of sharing surface ship spares strategies as well as collecting information regarding developing the N95 Spares Requirement affecting the USN and USMC community.
Support N95 Sponsor Program Proposals (SPP) analyses for financial and program management within the PPBE cycle.
Education and Experience
Bachelor of Science degree in a quantitative discipline such as mathematics, statistics, business, law, engineering, physical science, business administration, accounting, finance, economics, or management information technology.
5 years of general experience highlighting strategic decision-making, complex problem solving, development and implementation of specialized solutions, facilitation of team communication, and design and implementation of business processes and controls – specifically as they relate to POM development and supporting the PPBE process.
2 years highlighting knowledge of Navy programming and supporting RS’s as it relates to Naval Expeditionary Combat Enterprise.
